Appearing mote after compulsory task

I am halfway through my PhD on audio-visual feedback and it's benefits and inhibiting factors for both staff and students in which Mote has featured heavily. Would it be possible to have a mote that appears after all other motes have been listened too and a compulsory question answered (similar to how forms have compulsory questions). The idea being that it encourages and enforces students to engage with the feedback and reflect on it (compulsory question) before a final mote appears which would contain Thier final grade and summative comments. Thanks
